Former President Donald Trump has made a major announcement ahead of his self-imposed tariff deadline.
Speaking aboard Air Force One en route to New Jersey, Trump revealed that on Monday, the U.S.
will send “offer letters” to 12 countries, detailing new Reciprocal Tariff Rates that are set to take effect from August 1, 2025.
While Trump did not name the 12 countries, he mentioned that the list will be made public Monday.
He emphasized that each country will face different tariff rates, and the message to them is clear: “Take it or leave it.”
Initially, the letters were supposed to go out on Friday, but due to a U.S. national holiday, the plan was pushed to Monday.
Trump said, “I’ve signed some of the letters already, and they’ll go out Monday — probably to 12 countries.”
This move comes while trade talks between India and the U.S. are still underway. Senior Indian officials recently returned from Washington after high-level discussions.
India has made it clear it does not want to finalize any trade agreement based on artificial deadlines.
What’s Behind the Tariff Strategy?
Back in April, the Trump administration introduced a base tariff rate of 10% on most imports.
In some cases, this was hiked to 50%, but those higher rates were temporarily paused for 90 days to allow time for negotiations. That grace period ends July 9.
Now, Trump says some tariffs could go as high as 70% once the new rules kick in on August 1.
Originally, the White House aimed to negotiate these tariffs with key partners like Japan and the European Union, but difficulties in those talks have led to this more direct “letter” approach.
“Sending letters is easier than negotiating,” Trump said Friday evening, hinting at his frustration with stalled discussions.
What’s the Current Status?
So far, the U.S. has successfully finalized only two trade deals under this new tariff framework:
With the UK in May, maintaining a 10% rate but offering tariff relief to specific industries like automobiles and aircraft engines.
With Vietnam, where the tariff on Vietnamese goods was slashed from 46% to 20%, while U.S. exports were granted duty-free access.
Negotiations with India remain ongoing, and EU officials have said their discussions with the U.S. have essentially stalled.
For now, they’re considering extending the current arrangement to avoid a sudden spike in tariffs.

Trump’s aggressive tariff strategy is likely to have a major impact on global trade, especially for countries with high export volumes to the U.S. For India,
this is a particularly sensitive time, as both countries are still trying to finalize a long-pending trade agreement.
